The European Union has frozen billions for Hungary since 2022 under the rule-of-law conditionality mechanism due to judicial independence concerns, corruption risks, and lack of media pluralism. In 2024-2025, over €1 billion was permanently lost after deadlines expired.

This marks a historic turning point: in the first 10 months of 2025, Hungary became a net contributor to the EU budget for the first time since joining in 2004, paying over €1.6 billion while receiving only €1.55 billion. This has caused economic slowdown, recession risks, and political tensions ahead of the 2026 elections.

The government calls this 'political blackmail,' claiming the EU is imposing a liberal agenda on migration and LGBTQ+ issues. It has sought alternative sources like U.S. currency swap deals and Chinese loans.
